Billie’s Promise is the hub-and-spoke center of DCDC’s community work: the physical and operational anchor that connects real estate development with entrepreneur support, coworking, education, health and wealth-building.

The name pays homage to Billie Holiday, whose formative years in Baltimore are part of Pennsylvania Avenue’s Black arts and cultural history. That legacy inspires a place where talent is seen, ideas have room to grow and community members can find the support they need to move forward.

By bringing complementary uses under one roof, Billie’s Promise is designed to create earned revenue, strengthen local businesses and sustain the programs that support Dominion’s real estate and community-development mission.
